At Noble Licensing & Partner Services, our foundation is built on engineering excellence, inspection expertise, and an entrepreneurial drive to create opportunities for others. Co-owned by Philip W. Bullock, ME, MBA, PE, a licensed engineer and professional home inspector, and his brother Patrick Bullock, ME, EIT, an engineer-in-training, Noble is led by two industry professionals who bring decades of combined experience to the table. Together, Phil and Patrick have built successful companies, including Noble Property Inspections and Noble Pest & Termite, supported by a dedicated team of inspectors, applicators, and staff who keep operations running smoothly and clients well served.

Though Noble began in Texas, the company has since grown to serve multiple states, with plans to expand further. Our Licensing and Partnership Programs allow driven professionals to launch or grow their own inspection businesses under the trusted Noble brand.
